Thomas M. Mulcahy was sworn in as police chief Monday, taking on the role as Concord’s top cop after four months as interim chief.
“For more than 23 years, I have felt grateful to serve as a member of the Town of Concord Police Department,” Mulcahy said. “During this time, I have been fortunate to work alongside incredibly talented, professional, and devoted police officers, dispatchers, and colleagues, committed to integrity and best practices within an active, supportive, and dynamic community. The collaboration we continue to foster, partnering together daily, further strengthens our ability to face and resolve challenges together, and with positive results.”
Mulcahy has served as Interim Police Chief since December, following the retirement of Chief Joseph O’Connor.
“Chief Mulcahy’s depth of law enforcement experience, professionalism, and knowledge of our community make him the right choice for Chief,” Town Manager Kerry Lafleur said. “He has built a strong reputation for collaboration, accountability, and trust within the Department. I am confident that under his leadership our community will continue to receive the high level of professional service it has come to expect.”
Mulcahy holds a Bachelor’s degree in Criminal Justice from Saint Anselm College and Master’s Degree in Criminal Justice from Anna Maria College. He has also attended numerous professional development courses throughout his career.
He began his law enforcement career as a trooper with the Maine State Police in 1997. He started with the Concord Police Department in 2000, taking on roles of increasing responsibility, including as the Safety Inspector, Patrol Division Commander, and Support Services Division Commander. While captain, he served as the department’s executive officer, assisting with day-to-day operations, budgeting, strategic planning, and special projects.
