Plan for five-story 40B project with 51 affordable units filed in West Concord

A comprehensive plan for 201 apartments— 51 designated as affordable — has been submitted to MassHousing for 40B eligibility. 

Called NOVO Riverside Commons, the two-building development is slated for a 10-acre parcel on Baker Avenue alongside the 300 Baker Ave. Concord Meadows office complex.

An attorney for the developer, John Smolak, said access to the complex is from 300 Baker Ave.

“The community is transit-oriented in that it is located within walking distance to the West Concord Commuter Rail station and will include a pedestrian access to connect with the future Assabet Pedestrian Bridge,” wrote Smolak. 

He said NOVO Riverside Commons is “an affiliate” of Taurus Investment Holdings, LLC. The application states that local contacts are Kevin Hurley and Dan Holmes.

A description of the project includes 201 multi-family rental apartments in two buildings bordered by the Assabet River. It includes 78 one-bedroom, 102 two-bedroom and 21 three-bedroom apartments in two five-story buildings plus added parking. (See submitted plans here)

NOVO Riverside Commons will tie into the town’s water and sewer systems. Three hundred parking spaces will be provided. The permit application states that the total development cost is over $106 million.

The development meets five of the state’s Sustainable Development Principles, according to the developer: it is compact, conserves land, protects historic resources and encourages reuse of existing sites rather than new construction in undeveloped areas. It also creates pedestrian-friendly districts and neighborhoods that mix commercial, civic, cultural educational and recreational activities with open space and housing.

According to Town Planner Elizabeth Hughes, the town has until July 24 to submit comments, but she is requesting a 15-day extension to Aug. 8 due to the holiday and summer vacation schedules.
